Job Summary

A University Bursar manages the institution’s finances, overseeing student billing, budgeting, accounting, and financial reporting, ensuring fiscal health, compliance, and efficient resource allocation, while providing financial services to students, staff, and administration, acting as a key financial administrator for resource mobilization, allocation, and stewardship.

Core Responsibilities

Budgeting & Forecasting: Developing, implementing, and monitoring the university’s annual budget, projecting revenues and expenses.
Student Financial Services: Managing tuition fee collection, student accounts, financial aid disbursement, loans, grants, and payment plans.
Cash & Treasury Management: Overseeing daily cash flow, managing accounts payable/receivable, and handling petty cash.
Financial Reporting: Preparing financial statements, management reports, and ensuring compliance with accounting standards and regulations.
Investment Management: Advising on investments and managing university funds and endowments.

Key Duties

Policy & Compliance: Developing and enforcing financial policies and ensuring adherence to financial regulations.
Financial Operations: Supervising accounting systems, managing financial records, and optimizing financial procedures.
Strategic Advice: Providing financial insights for investment, funding, and policy decisions to university management.
Asset Management: Ensuring university properties are recorded, maintained, and safeguarded.
Customer Service: Providing excellent financial support and guidance to students, parents, and staff.
Experience working in an institution is mandatory

Broader Role:

Acts as the custodian of institutional funds, ensuring transparency and accountability.
Collaborates with other departments like admissions and the registrar’s office.
Manages non-teaching staff and potentially oversees facilities and health & safety.
